The award was a tax levied by cities on certain goods entering it. The Medal of Honor Grants was established by the decree of November 16, 1903, to be assigned by the Minister of the Interior grants to municipal officials. Originally, it involved a level awarded for 25 years of service in grants, municipal employees of local taxes. The years of military service could be included in this seniority.
As the Decree of 24 December 1904, it became two levels:

  - The Bronze Medal for 25 years of service;

  - The Silver Medal for 30 years of service.

In 1924, the seniority requirements were reduced to respectively 20 and 25, by the decree of October 4th.
Each holder received a degree recalling the services for which he was rewarded.
The Medal of Honor Grants disappears in 1945, when the institution of the Departmental Medal of Honor and Communale
