The Medal of Honor from the Ministry of Commerce and Industry was created by decree, July 16, 1886.
It was a medal of the work that originally had four levels:

  
- The Bronze medal for 30 years service seniority in the same establishment;

  
- The Silver Medal for 40 years service seniority in the same establishment;

  
- Vermeil medal for 50 years of service seniority in the same establishment;

  
- The gold medal for 60 years service seniority in the same establishment.

The time spent under the flags was not considered as an interruption of service, but came into play in the condition of being after the entry in an industrial or commercial establishment. When preceded the entry into the establishment, the military services were not added to the civil services.
People working in Algeria or territory colonies benefited from a reduction of 10 years.
The medal could be attributed to the workers who have rendered exceptional services to industry, including through the intervention of new manufacturing processes without service life conditions and on the advice of an advisory committee of Arts and Manufactures.

From the decree of April 21, 1893, only the silver medal was preserved and awarded for 30 years service seniority in France or 20 years in Algeria.
The Decree of 12 February 1895 relaxes the conditions of allocation: it was no longer required the 30 consecutive years of service to be completed within the same institution, if the worker could invoke a case of force majeure absolutely independent of his will.
Then, thanks to the decree of 18 October 1913, the level was reused and Vermeil awarded for 50 years of service or seniority in France 40 years in Algeria.

The Medal of Honor from the Ministry of Trade and Industry was attributed by the Decree of 30 August 1918, at various levels of seniority and unconditionally, "for employees and workers who have distinguished themselves in critical circumstances resulting from the state of war, their initiative, their composure, courage and dedication in the course of or in connection with the exercise of their profession. "The award was then subject to the opinion of a committee composed of 12 members.
Finally, 1927 (Decree of 18 December) saw the creation of a third level, called "Vermeil Recall", which was awarded for 60 years service seniority in France or 50 in Algeria.

This medal, issued with a diploma, disappears during the creation of the Medal of Honor of Labor (Decree of 15 May 1948).
